"It's not exactly the kind of opportunity hundreds of electricians from Eastern Europe envisioned when they signed up to come to America....The workers signed up for the 18-month program expecting to be trained in American electrical construction techniques, construction management and running small businesses. Instead, most of those interviewed by the Journal found themselves carrying pipe in Alabama, working with little or no supervision on buildings in Maryland, and digging ditches in Albuquerque." (ALBUQUERQUE JOURNAL) The author, an investigative reporter for the Journal, addresses the issue of recruiting foreign workers from Eastern European countries.
