"In the past four years [1999-2003], 33 children in North Carolina have died at their day cares. Punishment for cases of child neglect was rare, and prosecution even more so. Several of the deaths occurred at facilities that the state suspected were unsafe. As a result, parents and children's advocates say the state needs not just tougher laws and stronger enforcement to protect children, but also better cooperation among those who investigate child abuse and a system that better informs parents about what may be going wrong at their day cares." (NEWS & OBSERVER) This article evaluates some of the steps parents can take to make sure the day care facility they use is safe.
