(WISCONSIN STATE JOURNAL) This article reviews the recommendations given to Wisconsin's lawmakers by "judges, attorneys, correctional officers, business people and academics...that emphasized more programming in prisons, closer supervision and treatment in the community and establishing some intermediate form of sanction between probation and prison," noting that "in almost every case, lawmakers have opted for the vastly more expensive and arguably less effective solution of increasing punishments."
