In 2000, Congress passed the landmark Oceans Act, which called on the President to establish a commission of experts to assess threats to marine life and resources and develop recommendations for a new comprehensive ocean policy. While the legislation was passed in the final days of the Clinton administration, the onus fell on then-newly elected President George W.
