Kennedy urged the association to speak out against mandatory minimums. His request was timely--Congress had just added new mandatory minimums to the criminal code, and others were in the works. Many observers warned that the federal sentencing guidelines soon might be little more than mandatory minimums, replete with the terrible inequities and disparities that characterize them."
