Though controversial even in Switzerland, the heroin prescription program has helped reduce drug-related crime, improve addicts' health and slow the spread of AIDS and hepatitis." (ST. PERSBURG TIMES) The author explains the Swiss philosophy of "harm reduction" to decrease "the harm that illegal drugs cause to the users themselves as well as to society as a whole" and includes the criticism received from the U.S. government, which follows a "zero tolerance" policy to eliminate illegal drug use.
