"In the wake of the events of September 11th [2001], polls show Americans expressing a level of trust in the government and its leaders that has not been measured since sometime before the Watergate scandal, which culminated with the resignation of President Richard Nixon in the fall of 1974. It is not clear, however, that this resurgence of trust means very much for democracy."
