"[Sen. Matt] Bartle's bill, also known as the 'anti-cloning' bill, would make it a felony offense for a person to participate in or use state funds or facilities in the cloning of a human being....On its face, the bill would outlaw an act morally distasteful to many Americans. But it would also criminalize a biomedical research procedure called somatic cell nuclear transfer that some geneticists and doctors believe holds promise as a way to produce stem cells for tissue repair and therapy."
